A Coroner shall grant standing at an inquest to any person whom the coroner considers to have a substantial interest in the inquest. A person who has been granted standing at an inquest may be represented by counsel or an agent, call, examine and cross-examine witnesses, obtain from a coroner a summons to require the attendance of any witness the person wishes to be called and present arguments and submissions, and address the jury at the conclusion of the evidence.
